Generate KSAC, legislation and a full Training Needs Report in Shadow

Shadow adds KSAC generation, legislation recommendations for tasks, a full Training Needs Report and a horizontal Role Scalar view, and fixes EO and KLP verb complexity. Shadow and Schema had a short scheduled downtime on 10 September 2024.
